Management Board

The activity of NAMRB in the period between the meetings of the General Assembly is managed by a Management Board. It consists of 23 members who are elected by secret ballot by the General Assembly for a term of 4 years.

The composition of the Management Board is formed on a regional basis, in accordance with the planning regions defined by the Regional Development Act. Every 12 municipalities have one representative in the Management Board. Sofia Municipality has its own representative in the Management Board. The nomination process of members of the Management Board is determined by the Rules of Procedure of NAMRB.

For their active work and contribution to local self-government, honorary members may also be elected to the Management Board. They participate in the meetings with the right of an advisory vote. The General Assembly elects the Chairman of the Management Board and the deputies.

The Management Board:

• Convenes the General Assembly;
• Organizes the implementation of the decisions of the General Assembly.
• Adopts decisions for termination of membership in cases of systemic violation of the Statutes or in the case of actions damaging the good name and prestige of NAMRB;
• Decides upon the establishment or termination of Standing Committees and determines their composition on the basis of voluntary participation of the members;
• Decides upon the establishment of ad-hoc committees and determines their tasks;
• Decides upon the establishment or termination of research, consultative, publishing and business units in support of the Association’s activities;
• Decides upon the opening or closure of branches of the Association;
• Decides upon participation in commercial companies and other non-governmental organizations;
• Determines NAMRB representatives in interdepartmental bodies, approves the composition of contact groups with state institutions and the composition of national delegations of municipalities in the institutions of the Council of Europe and the European Union.
• Awards NAMRB honors in accordance with the adopted rules
• Adopts the Rules of Procedure of the Association, determines the order and organizes the performance of the activities of NAMRB;
• Selects by competition and dismisses the Executive Director and determines his/her salary;
• Determines the structure of the administrative personnel of the Association upon a recommendation of the Executive Director;
• Decides upon the acquisition and disposal of Association’s property and determines the powers of the Executive Director in this area;
• Discusses the draft budget prepared by the Executive Director and submits it for consideration and approval by the General Assembly.
• Prepares the annual activity report of the Association and organizes its publication after its adoption by the General Assembly.

The members of the Management Board determine the internal structure and the distribution of functions among themselves. The Board meetings are held at least once every three months. The decisions of the Management Board are taken by open voting with the majority specified in the Statutes.
