
By order of the MoF No. BYU-4/30.08.2024, the autumn stage of the preparation of the budget forecast for the 4-year period 2025-2028 and the draft law on the state budget for 2025 began.
It is planned that the negotiations on the state budget for 2025 will be held by 17.10.2024, that the mechanism for distributing the general equalization subsidy and the targeted subsidy for capital expenditures by municipalities will be agreed, as well as that consultations will be held on the proposals of the NSORB for the total amount of the main budgetary relationships of the municipal budgets with the central budget.
Among the priorities for the local government in the negotiations on the state budget will be the continuation of the investment program of the municipalities and an increase in the standards for the activities delegated by the state, with a focus on the municipal administration.
NSORB will negotiate an additional dedicated resource to provide the necessary investments (equipment, vessels and software for the collection and disposal of municipal waste) for the reform of municipal waste management systems, in particular the transition to new foundations from 2026.
In the sphere of culture and education, NSORB will continue to support the vision of providing an additional resource to be directed to finance activities through the mechanisms of national programs.
Once again, on behalf of the municipalities, the Association will raise the issue of solving the problems with the financial corrections imposed on the municipalities under implemented European projects and will insist that a resource be provided for the removal of obvious factual errors in the cadastral maps and registers.
The Board of NSORB adopted the framework of the future negotiations with the government on the funds for the municipalities in the state budget for 2025 and assigned the executive director to send the specific proposals by sector to the line ministries.
