Progress on major infrastructure projects, safety measures related to the Nikolovo Reservoir, and preparations for new investments were among the main topics discussed during the regular press conference held by the Mayor of Ruse, Pencho Milkov, and his team.

A central focus of the briefing was the condition of the Nikolovo Reservoir, for which Ruse Municipality has been implementing all recommendations issued by the competent authorities following the failure of a section of the dam embankment in the autumn of 2025. As part of the measures undertaken, reinforcement works, geological and geodetic surveys, and controlled water-level management have been carried out to ensure the safety of local residents and surrounding infrastructure.

Mayor Milkov announced that BGN 1 million in funding has been secured through the Interdepartmental Commission for Recovery and Assistance under the Council of Ministers. The funds will be used for the design, approval and assessment of the investment project for the restoration of the facility. A procurement procedure for the selection of a contractor responsible for design and engineering services is expected to be launched shortly.

Another priority is the major rehabilitation of Bulgaria Boulevard, one of the busiest transport arteries in the country and a key connection to the Danube Bridge. Discussions are currently underway between Ruse Municipality and the Road Infrastructure Agency regarding the joint financing of the design and construction works. The municipality has already provided the necessary technical information and has expressed its readiness to contribute financially to the implementation of the project, which also includes Hristo Botev Boulevard.

Municipal officials emphasised the need for more effective coordination between state and local institutions in the implementation of strategic infrastructure projects, particularly in border cities such as Ruse, which handle substantial volumes of international and heavy freight traffic.

During the press conference, information was also presented regarding an investment proposal for the construction of a retail park in the Druzhba residential district. The project envisages the development of a new commercial area comprising between six and ten retail and service units, together with a children's playground, landscaped green areas and parking facilities. According to the municipal administration, the investment will improve access to services for local residents without altering the residential character of the neighbourhood.

Progress was also reported on the construction of the new swimming complex in Youth Park. Finishing works are currently underway in the indoor section of the facility, while a significant portion of the landscaping and external development works has already been completed. The municipality has requested that the contractor accelerate construction activities and comply with the agreed implementation schedule.

Another important project is the renovation of the Municipal Stadium, aimed at bringing the facility into compliance with licensing requirements for matches in Bulgaria’s First Professional Football League. Current works include the refurbishment of spectator stands, sanitary facilities and lighting systems. The next phase will involve the installation of new seating, video surveillance systems and VAR (Video Assistant Referee) equipment. The project also includes measures to improve accessibility for persons with disabilities.
