Municipalities today

The Municipality of Svilengrad has been approved for participation in the "MENERGERS" project - "Energy Manager" services in the municipalities", financed by the European Climate Initiative (EUKI) of the Federal Government of the Republic of Germany.

Svilengrad will be a pilot municipality in the "medium municipality" category in Bulgaria, after competitive selection and assessment of energy efficiency and RES - saved energy from implemented energy efficiency measures in MWh/year/inhabitant; renewable energy - replaced conventional energy sources, etc. Two more pilot Bulgarian municipalities participate in the project - Sapareva Banya in the small municipality category and Ruse in the large municipality category.

The project is implemented by partners from three countries: the National Trust Ecofund (NDEF) as the leading partner and SOFENA Agency from Bulgaria; The Independent Institute for the Environment (UfU) in Berlin, Germany; The association of municipalities "Energy cities" (Energy cities) in Brasov, Romania.

The activities of the project envisage the preparation of an analytical report on the state of municipal energy management in Bulgaria, trainings to develop the institutional model with the participation of interested parties, exchange of experience in Germany and Romania and pilot application of the model in the three municipalities for one year with the support of experts from NDEF and SOFENA.

The result of the project will be the creation of a realistic and applicable institutional model for energy management, including all necessary aspects such as structure, functions, communicative and institutional links, necessary regulatory documents, job descriptions, etc. After the one-year pilot application and monitoring of the operation of the model in the three municipalities, proposals will be made to update the legal and regulatory framework on the subject, as well as popularize the experience.
