NAMRB in hectic preparations for the biggest Annual municipal forum

The XIII Annual meeting of Bulgarian local authorities, organized by NAMRB, will be held from 1st to 3rd October on the Black sea coast. This is the biggest event of the Association held each year in autumn and attended by over 900 municipal leaders from the whole country – mayors, municipal councilors, municipal experts, representatives of central authorities, national and international NAMRB partners. The participants actively debate the current developments in local self-governance and seek better solutions to meet local challenges in dialogue with representatives from the Parliament, Government, businesses and civil society.

During the first day of the event participants will discuss various topics like – economic activities in municipalities, up-to-date issues in the work of the Municipal Councils and Smart cities transformation. In the evening is the launch of the traditional Municipal Expo at which local authorities promote their business and investment prospects, tourist and cultural attractions, etc. As inside event the Municipal tennis tournament will be opened.

Two high level discussions are in the Agenda on the second day – one with the Vice- Prime Minister on the topic of e-governance and second with the Financial Minister on the State budget for the 2019 in the part of municipalities. Parallel forums are co-organized also with the Ministries of interior, of labor and social policy, of education and of regional development. Discussion topics cover: Municipalities contributions for public order respect and citizens protection in crises, Education and social system –Integration on the municipal terrain and Mutual governance of territories and environmental resources.

At the official plenary session the NAMRB President, the Prime minister of the Republic of Bulgaria, the Chair of the National assembly, MEPs’ and ministers from the Cabinet will address participants and trace out the hot topics to be commonly solved during the next months. Traditionally, at this session NAMRB annual awards will be granted. There will be also Demonstration event of volunteers’ formation of the capital city of Sofia. The volunteers will demonstrate reactions for citizens’ prevention in emergency and disaster situations. On the third day sightseeing of cultural and historical heritage in the nearby areas are organized in parallel with the final of the municipal tennis tournament.

As since 1998, on NAMRB’s initiative, the 12th of October is celebrated as the Day of Bulgarian municipality the Forum will be in light with the celebration. Local authorities mark that day by organising various events. An increasingly popular initiative for this purpose is the event “Open door administration” allowing citizens to learn at close hand how the administration functions, to pose their pressing problems and to provide ideas for the development of their town or village. In many municipalities school children take the seat of the mayor or the seats of his deputies, or the chair of the Municipal council, and for a few hours act as decision-makers, do the paper work and confer with citizens and experts.
